Where did we first see the idea of "we're stopping EVERYONE 'just in
case we catch someone' being justified by YOUR EMPLOYEES?" Most people
won't understand the stepping stones being used...or care...
This is, however, the first time they've decided to "leave their mark" on the physical bodies of those they stop.
So
what is the purpose of "leaving a mark" on the people they stop? Do
they have no memories of who they stopped for no reason, so they now
have to resort to marking people individually? Is it because they just
decided it's cheaper to write on people they stop, rather than fill in
all that nasty paperwork?
Naw...it's a method of conditioning the public to accept authority.
Sure is a good thing that the majority of them aren't smart enough to see what's coming...or what's already here.
